Are Businesses Reopening Too Early?

    For the past few months, non-essential businesses like dine-in restaurants, shopping malls, and gyms are beginning to reopen after a few month hiatus due to the Covid-19 outbreak. All of these businesses are opening with precautions relating to resolving the spread of the virus such as wearing masks and staying 6 feet apart from each other. Of course, businesses need to start opening up so that they won't become bankrupt, but are businesses opening up again worsening the problem?
    Once the gym nearest to my house reopened I was inclined to return because my at-home gym weight setup hadn't been working well for me during the quarantine. I was surprised to realize that my gym wasn't as strict with enforcing ways of preventing the spread of Covid-19 as I thought they were going to be. For example, nobody is forced to wear a mask while they work out (in fact a lot of people don't) and socially distancing is recommended, but not strictly enforced. I try my best to do things such as wearing a mask at all times, staying 6 feet apart from people, and wiping down equipment after use, but many people that go to workout simply don't. And, with the spike of Coronavirus cases and deaths in the past few weeks is it safe to reopen businesses now?
    Should California enforce stricter restrictions to businesses opening back up again? Do you think that all non-essential businesses need to shutdown again to flatten the curve? Are we do for another quarantine?
